Power Outages Dog Communications Restoration in NY, NJ - Tech ...

Communications are slowly being restored in the storm-ravaged areas of the Northeast, but wide portions of people continue to experience problems as power remains spotty.

"Our assessment indicates steady improvements in wireline and wireless communications networks throughout the affected area," Federal Communications Commission Public Safety and Homeland Security Bureau Chief David Turetsky said, citing data collected as of Thursday morning. "However, restoration efforts in the hardest hit areas--including New York and New Jersey--continues to be more difficult."

He said cell site outages had declined from about 25 percent of all monitored sites to roughly 19 percent. Some of those sites are technically operational, but are out of service because of their connections to nonoperational sites. Cable service outages have also declined from 25 percent to about 12 to 14 percent, according to the FCC.

911 call centers, which had experienced outages of their own during Hurricane Sandy, are largely back on-line, but some issues remain.

"Overall, we're seeing both continued improvement in communications networks and also that much work remains to be done to restore service fully," FCC Chairman Julius Genachowski said in a statement. "The supply of fuel to generators is essential to keep communications service up and running, and we're working with federal, state, and local authorities to speed fuel delivery."

Telecommunications companies also reported that the power supply is key to restoring their networks, and carriers are employing temporary measures in the meantime.

Several carriers were providing generators for people to charge their mobile devices, and some used mobile pods to provide temporary wireless service.

AT&T reported that the "vast majority" of its network is working, Verizon said 96 percent of its cell sites are operational. T-Mobile reported that 85 percent of its network in New York City is operational, and 80 percent operational on Staten Island. Sprint said 80 percent of its network is working in New York, New Jersey, and Connecticut, while networks in outlying states are at 90 percent.

Carriers were also taking steps like waiving late fees for customers in affected areas.

Syria army quit base on strategic Aleppo road

BEIRUT (Reuters) - The Syrian army abandoned its last base near the northern town of Saraqeb after a fierce assault by rebels, further isolating the strategically important second city Aleppo from the capital.

But in a political setback to forces battling to topple President Bashar al-Assad, the United Nations said the rebels appeared to have committed a war crime after seizing the base.

The opposition Syrian Observatory for Human Rights said on Friday government troops had retreated from a post northwest of Saraqeb, leaving the town and surrounding areas "completely outside the control of regime forces".

It was not immediately possible to verify the reported army withdrawal. Authorities restrict journalists' access in Syria and state media made no reference to Saraqeb.

The pullout followed coordinated rebel attacks on Thursday against three military posts around Saraqeb, 50 km (30 miles) southwest of Aleppo, in which 28 soldiers were killed.

Several were shown in video footage being shot after they had surrendered.

"The allegations are that these were soldiers who were no longer combatants. And therefore, at this point it looks very likely that this is a war crime, another one," U.N. human rights spokesman Rupert Colville said in Geneva.

"Unfortunately this could be just the latest in a string of documented summary executions by opposition factions as well as by government forces and groups affiliated with them, such as the shabbiha (pro-government militia)," he said.

Video footage of the killings showed rebels berating the captured men, calling them "Assad's dogs", before firing round after round into their bodies as they lay on the ground.

Rights groups and the United Nations say rebels and forces loyal to President Bashar al-Assad have committed war crimes during the 19-month-old conflict. It began with protests against Assad and has spiraled into a civil war which has killed 32,000 people and threatens to drag in regional powers.

The mainly Sunni Muslim rebels are supported by Sunni states including Saudi Arabia, Qatar and neighboring Turkey. Shi'ite Iran remains the strongest regional supporter of Assad, who is from the Alawite faith which is an offshoot of Shi'ite Islam.

STRATEGIC BLOW

Saraqeb lies at the meeting point of Syria's main north-south highway, linking Aleppo with Damascus, and another road connecting Aleppo to the Mediterranean port of Latakia.

With areas of rural Aleppo and border crossings to Turkey already under rebel control, the loss of Saraqeb would leave Aleppo city further cut off from Assad's Damascus powerbase.

Any convoys using the highways from Damascus or the Mediterranean city of Latakia would be vulnerable to rebel attack. This would force the army to use smaller rural roads or send supplies on a dangerous route from Al-Raqqa in the east, according to the Observatory's director, Rami Abdelrahman.

In response to the rebels' territorial gains, Assad has stepped up air strikes against opposition strongholds, launching some of the heaviest raids so far against working class suburbs east of Damascus over the last week.

The bloodshed has continued unabated despite an attempted ceasefire, proposed by join U.N.-Arab League envoy Lakhdar Brahimi to mark last month's Muslim holiday of Eid al-Adha.

In the latest in a string of fruitless international initiatives, China called on Thursday for a phased, region-by-region ceasefire and the setting up of a transitional governing body - an idea which opposition leaders hope to flesh out at a meeting in Qatar next week.

Veteran opposition leader Riad Seif has proposed a structure bringing together the rebel Free Syrian Army, regional military councils and other rebel forces alongside local civilian bodies and prominent opposition figures.

His plan, called the Syrian National Initiative, calls for four bodies to be established: the Initiative Body, including political groups, local councils, national figures and rebel forces; a Supreme Military Council; a Judicial Committee and a transitional government made up of technocrats.

The initiative has the support of Washington. U.S. Secretary of State Hillary Clinton called on Wednesday for an overhaul of the opposition, saying it was time to move beyond the troubled Syrian National Council.

The SNC has failed to win recognition as the legitimate representative of the Syrian people and Clinton said it was time to bring in "those on the front lines fighting and dying".

Job Growth Brightens But ?There Are a Few Dark ... - Yahoo! Finance

Friday's jobs report showed stronger-than-expected payroll growth of 171,000 in October, as well as upward revisions for the prior two months. Separately, the household survey showed an increase of 410,000, making September's big surge look less like an anomaly, much less a conspiracy.

Combined with the recent increase in consumer confidence and recovery in the housing market, the jobs report could give President Obama a modest boost heading into Tuesday's election.

Still, "there are a few dark clouds in this picture," says Vincent Reinhart, chief U.S. economist at Morgan Stanley.

First, the unemployment rate ticked up to 7.9% and the year-to-date monthly average of 157,000 payroll jobs is barely enough to keep up with population growth -- much less make up for the 8 million jobs lost during the Great Recession.

Second, the so-called real unemployment rate (U6) remains elevated at 14.6%, albeit down from 14.7% the prior month. Similarly, the labor participation rate is at 63.8%, up from its multi-decade low but still incredibly weak.

Third, average hourly earnings fell a penny in October and average hours worked fell to 34.4 from 34.5 in September.

Stagnant wages means "we're not generating income," Reinhart says. "That's a problem in terms of the durability of an economic expansion, which is usually fueled by consumption. To get consumption you've got to generate income."

Given that, Reinhart says the only way U.S. consumers can carry the baton for the economy is "only if the race is slow."

Indeed, Friday's jobs report is consistent with an economy that's growing around 2% or slightly less, the economist says. And there's risk of even slower GDP in the fourth quarter, "because of the uncertainty of fiscal policy and now because of disruptions associated with super-storm Sandy."

While the rebuilding process will perversely add to economic activity, it won't be enough to offset the hit to the nation's capital stock and the demand destruction that's resulted from the historic storm, Reinhart says.

In terms of the political impact of Friday's report, there's "something for everybody," Reinhart says. "That's the thing about a 30 page economic report, you can find talking points for any party," be it the strength in payrolls or the rise in the unemployment rate.

Partisans cherry-picking the data? About that, at least, you can be sure.

Gang rules 6 years after start of Mexico drug war

(AP) ? Forest-camouflaged pickups roared to life as the Mexican soldiers pulled on their black masks and hoisted their Heckler & Koch G3 assault rifles.

The three-truck convoy pulled out of the base to patrol the rugged, mountainous region of the western state of Michoacan, when a raspy voice burst out of an unencrypted radio inside one of the cabs: "Three R's, 53." Three army vehicles, headed your way.

It wasn't a soldier's voice. The radio had picked up a call from the Knights Templar, a quasi-religious drug cartel that controls the area and most of the state. Its web of spies monitors the movements of the military and police around the clock. The gang's members not only live off methamphetamine and marijuana smuggling and extortion, they maintain country roads, control the local economy and act as private debt collectors for citizens frustrated with the courts, soldiers say.

"Because they're vigilant and well-organized they roll around here with a lot of ease," said Lt. Col. Julices Gonzalez Calzada, the leader of the patrol.

Felipe Calderon launched his presidency in December 2006 by sending the army to Michoacan, his home state, to battle organized crime that he said threatened to expand from drug trafficking to controlling civil society. His administration says it has debilitated many of the cartels with a leadership-focused offensive that has killed or captured 25 of the country's 37 most-wanted men.

But he has failed to stop drug cartels from morphing into mafias infiltrating society in the sun-seared Tierra Caliente, or Hot Country, a region named for its steamy weather, but now also too hot with gang activity for many to live and work safely. The government annihilated the leadership of one previous cartel, La Familia Michoacana, but a splinter group, the Knights Templar, moved in to take control.

Rank-and-file soldiers say they feel largely powerless in the face of an enemy that hides among the population. They say whenever they make strategic strikes, the gang's professional-grade infrastructure is replaced almost as fast as it's taken down.

Now the two sides largely co-exist.

To get a soldier's eye view of the conflict, The Associated Press spent two days embedded with the 51st Battalion of the 43rd Military Zone, a vast region that's home to about 3,000 soldiers, a force that's more than doubled since Calderon mounted his offensive. Gen. Miguel Angel Patino, commanding officer, said his troops' work against the gangs has "limited a lot of their activity. They don't have the freedom to act that they used to."

But patrols through dry forests, avocado fields and hardscrabble towns show that the cartel operates with few restrictions. Soldiers point out pastel-colored, air-conditioned narco-mansions that stand out from the cluster of humble rural shacks in many of the small towns.

In the deep hills around El Alcalde, a town 12 miles from Apatzingan, is a brand-new sports arena with a cock-fighting pit and a bull-fighting ring that seats hundreds. The stables are filled with dozens of sleek, well-groomed horses. Soldiers say it was built and run by the Knights Templar.

The Calderon government claims its efforts are reducing violence in Mexico, though it stopped reporting the number of drug-related killings more than a year ago, when it reached 47,500 since Calderon started his term. Many private groups now put the number close to 60,000.

Indeed, things are quieter in the Tierra Caliente, where in 2009 La Familia rounded up, tortured and dumped the bodies of 12 federal police officers working the area.

In 2010, police battled with cartel forces for several days as gang members hijacked and torched buses, blocking major highways in the state capital of Morelia. Authorities say it ended with the killing of La Familia founder Nazario Moreno Gonzalez, known as "The Craziest One," though his body was never found.

Soldiers say confrontations are down to about one a month. But even the general agrees it's because the Knights Templar won the war against the rival gang.

"What the Knights Templar is doing is maintaining tight control on organized crime in this area," Patino said. "The dominance allows the area to stay quiet to a certain point."

Most citizens are quiet, too, shaking off questions about the drug gang. Local residents questioned by the AP about extortions or cartel rule declined to talk.

When the then-mayor of Apatzingan was pressed by reporters last year about a string of kidnappings in his town, he practically broke down.

"I want to go away, I want to resign this job, because I wasn't made for this. I can't even ensure the safety of my own children, who are also in danger," Mayor Genaro Guizar said in an emotional interview with the Milenio television station.

Calderon's office declined to comment directly on the situation in the Tierra Caliente, but referred The Associated Press to a speech the president delivered this year in Michoacan emphasizing the importance of purging local, state and federal police forces of corruption in order to produce trustworthy agencies capable of investigating crimes and bringing suspects to trial.

The cartel's territory begins at the gates of the military base in the center of Apatzingan. Each of the five entrances is watched around the clock by the Knights Templar, as are virtually every highway exit, toll booth and village square, according to the soldiers.

The cartel consists largely of men from the Tierra Caliente, and they promote themselves as a mystic Christian order dedicated to protecting the population from abuse at the hands of the military and police. They have self-published at least two books and a variety of pamphlets collecting the sayings and memoirs of their leaders, most prominently the late Moreno, founder of their predecessor gang, La Familia.

Even the troops acknowledge the cartel has a substantial degree of local support due to its family networks, patronage of local communities and exploitation of citizens' anger at the government.

The cartel runs "training schools," including one in Apatzingan, that teach courses in leadership portraying cartel members as clean-living men of honor, steeped in Asian religion alongside Catholicism, and dedicated to protecting the people of Michoacan from a government they say is manipulated by a ultraconservative religious group known as El Yunque, or the Anvil.

According to cartel leaders, it is their duty to go against the government, saying Calderon used insecurity as a pretext for launching a bloody war.

"It has brought death and pain on thousands of homes," according to one book attributed to Moreno, whose philosophy was adopted by Knights Templar after the downfall of La Familia. "It was my obligation, with my comrades, to mount this fight. It's the only way to guarantee a change in our country."

Under Mexican law, soldiers can't formally investigate crimes and can only stop criminal activity that occurs directly in front of them. So they are limited to patrolling, responding to tips about crimes in progress, searching cars at roadside checkpoints and hunting for meth labs and marijuana fields by helicopter and on foot.

Most officers in the 43rd Military Zone carry two radios, one encrypted for military communications, and the other to listen to the Knights Templar watching their men. They also carry laminated cards confiscated from cartel operatives printed with hundreds of the gang's radio codes. The code "53" refers to the army, "69" to the U.S.-made Humvees and "56" to military intelligence operatives.

One army officer said he had heard Templar operatives checking the status of roads all the way to Mexico City, some six hours drive east.

On Monday, the army said, soldiers with the 43rd Military Zone, raided a ranch named "The Horses" in village outside Apatzingan that is believed to be the property of Enrique "Kiki" Plancarte Solis, co-leader of the Knights Templar along with Servando "La Tuta" Gomez Martinez.

The troops were attacked with gunfire and grenades and returned fire, killing one of the attackers, the army said. Inside the ranch the troops found more than 28 pounds of marijuana, a pound of crystal meth, a smaller amount of cocaine, dozens of grenades, anti-tank rockets, pistols and rifles, including a powerful 50-caliber sniper rifle, and hundreds of thousands of dollars in cash.

The soldiers have taken down 90 labs so far this year, but the number of arrests they've made ? 95 ? does not reflect the amount of criminal activity they're aware of.

"All we can do is keep working, keep patrolling, moving through the countryside and the streets, and try to find them from time to time," Patino said.

The army says it is well-received by people in the Tierra Caliente, though Michoacan's state commission on human rights says complaints against the army and federal police in Apatzingan have risen sharply, from 69 in 2008 to 391 last year.

Riding in groups of six or seven, the riflemen of the 51st Battalion scan the traffic and the roadside from benches mounted in the backs of their pickups. In each truck, one soldier mans a heavy weapon mounted on a pivot behind the roof of the cab.

They pull onto a dirt road and head to a series of little towns that are home to some of the Knights Templar leadership, including the communally owned village of El Alcalde, where they stop at a yellow stucco house filled with new appliances and surrounded by a chain-link fence topped in barbed wire.

The gate is open, and the soldiers walk up to the open windows, pulling aside the shades and peering inside. The house is cleaned every day but rarely occupied. They have no doubt that it's owned by a high-ranking member of the Knights Templar, Gonzalez said.

Each of the little towns in the area has such a house, newly built, assiduously maintained and filled with luxury finishes, thick carved-wood doors, marble floors, faux-Greek concrete columns, and immaculately tended rose bushes. Most sit on high ground at the edge of the towns, offering vistas of the roads and other houses. The money that paid for them didn't come just from avocado trees.

Outside of town, a shrine to La Familia founder Moreno Gonzalez sits atop a steep flight of concrete steps, dominating the road. Dozens of votive candles set on the chapel steps have been smashed to shards, the glass panels of the chapel doors are broken and deep pockmarks, apparently from bullets, mar the doors.

A black "Z' has been spray-painted on the front of the chapel, the trademark of the paramilitary Zetas cartel that battled the Knights Templar and La Familia before being largely driven out by the Knights.

Gonzalez said he believes the Knights Templar left the vandalism unrepaired as a way of inspiring their followers to maintain vigilance against future Zeta incursions.

Soldiers say the Knights Templar extort protection money from nearly every legitimate business in the Tierra Caliente, including at least three taxes on the region's famous avocados ? one on the owners of the fields based on the area they own, one charged per ton on the middlemen who buy the crop and a third for exporters based on every kilogram of avocados.

The cartel also taxes Michoacan's lemon farmers as well as urban stores and markets.

"They've come as far as fixing the price of a tortilla or a kilo of meat," Gonzalez said. "They give the order that everyone is going to sell it for 60 pesos and all of butchers adjust their price to 60 pesos a kilo."

The military has found ledgers with budgets for road maintenance in rural areas. Around El Alcalde, in the neighboring towns of Guanajatillo, Moreno's reputed birthplace, and Los Laureles, roads are notably smoother than elsewhere, with well-tended culverts and surrounding fields of freshly planted and rigorously cared-for sorghum.

Gonzalez says local people have reported that the Knights Templar have planted hundreds of acres of the crop, and the equipment in the fields is expensive and new, including a shiny green John Deere combine harvester. Following the trail of funds earned from criminal activity falls to civilian prosecutors and investigators, and the soldiers say they see virtually no evidence that authorities are tracking the Knight Templars' money.

police surveillance camerasA Wisconsin judge ruled this week that under certain circumstances police have the right to set up hidden surveillance cameras on private property without having a search warrant.

U.S. District Judge William Griesbach said that police on the hunt for two men suspected of growing 30 to 40 marijuana plants in an open field in Green Bay, Wis., were in the clear to set up several "covert digital surveillance cameras" in that field without judicial approval or the property owner's permission, CNET reported.

The judge argued that the secret cameras did not violate the Fourth Amendment -- which protects people and their property from unreasonable search and seizure by authorities -- because neither Manuel Mendoza nor Marco Magana owned or leased the land. Therefore, they could not expect privacy on the property. Plus, the judge said, the Fourth Amendment only extends to a "home and land directly outside of it," according to tech blog Ars Technica.

The property where the cameras were installed is a wooded area distant from homes, with a locked gate and a "no trespassing" sign, which indicated an expectation of privacy, the suspects argued. Griesbach disagreed, saying in his ruling: "Police officers would have to guess before every search whether landowners had erected fences sufficiently high, posted a sufficient number of warning signs, or located contraband in an area sufficiently secluded to establish a right of privacy."

And since it's legal for police to enter private property to collect evidence, it should be legal for them to set up cameras on private property for the same purpose, Griesbach said.

It was only after police recorded evidence in the field that they obtained a search warrant and arrested Mendoza and Magana on charges of federal drug crimes, according to Opposing Views. The suspects' lawyers had asked the judge to throw out the videos as evidence.

Mendoza and Magana face possible life sentences in prison and up to $10 million in fines. They are expected to stand trial in January.

Though police have been cleared for their use of surveillance cameras in this case, others have landed in hot water over hidden devices. A landlord in East Hampton, N.Y., had a lawsuit brought against him in October by a family who discovered hidden cameras in the walls and air ducts of a home he'd rented to them. And a resident at a public housing complex in New York City was served an eviction notice after she installed security cameras on the crime-plagued property.

New Dutch finance minister promise cuts, tough line on euro zone

AMSTERDAM (Reuters) - The incoming Dutch finance minister said on Thursday he would push ahead with budget cuts at home and take a tough line on the euro zone crisis, ensuring policy continuity.

Labor MP Jeroen Dijsselbloem warned of tough times ahead given the new coalition government between his Labor party and Prime Minister Mark Rutte's Liberals has already agreed to nearly 16 billion euros ($21 billion) in budget cuts.

"We have agreed to a tight budget and together we are going to implement it. It is a tough package that is going to require sacrifices from everyone in the Netherlands. I see it as my job to keep the finances on the right path," he told reporters.

The Netherlands, one of a handful of economies in the euro zone still holding a triple AAA credit rating, is expected to remain a firm ally of Germany, which opposes more aid to euro zone members struggling with high debt.

Dijsselbloem was among a number of prospective ministers summoned to The Hague for talks with Rutte, whose coalition government was expected to be sworn in on Monday.

"I don't expect any radical change in policy," Dirk Schoenmaker, dean at the Duisenberg School of Finance in Amsterdam, told Reuters.

Dijsselbloem, 46, graduated from Wageningen University, the most prestigious centre for agricultural studies in the Netherlands where farming is still central to national identity. According to a television reporter, he raised three pigs in his garden.

He is a close friend of Labor leader Diederik Samsom, a physicist, and the two were part of a small leftist clique known as the "red engineers" because they studied at technical universities - although both men have since moved toward the political centre and have signed up to a coalition agreement which is strong on budget discipline.

STRICT STYLE

With Samsom staying in parliament rather than becoming a government minister, Dijsselbloem will be his point man in the cabinet, directing fiscal policy and closely involved in government policy on the euro zone crisis.

Indeed, Greece could provide an early test for the new coalition.

Rutte told voters during the campaign that Greece should not get a third bailout, whereas Labor's Samsom said he was prepared to allow Greece more time to meet its targets "if that is good for Europe".

But the difference between the coalition partners may be more one of style.

"The substance won't change, because the Netherlands' own interests have not changed, but the tone probably will change," said one diplomat who asked not to be identified.

"There may be more willingness to accommodate Greece, perhaps give it more time, and my guess is, Dijsselbloem could be a bit more understanding."

Nevertheless, the incoming minister is regarded as a straight talker who will not be afraid to ruffle feathers in negotiations over the EU budget.

He first attracted public attention when he chaired a review of education policy and spoke out against his own party's education policies over the decades.

Boris van der Ham, who served with Dijsselbloem on the parliamentary commission into education, described him as a sharp thinker with an ordered mind.

"He's very approachable personally, but he's also a very strict person," said Van der Ham, who is from a different political grouping, the centrist D66 party.

"He was very critical about the role the Labor Party had played in education reforms, which was remarkable, because it's not common to criticize your own party," Van der Ham said.

Space requirements & house set up? - Adoption.com Forums

I'm now realizing that we may not be in the best set up for foster/adopting, and would love some input.

My partner and I (along with our 3 dogs) live in a 1 bedroom house. We have plenty of space: big bedroom, living room/dining room, large kitchen and backyard. We also have a large attic space upstairs with two big rooms, one I currently use for my home office and one that will be a guest room.

The attic is only accessible via a vertical ladder, so it's really not a safe option for a child's room.

We'll be like to be open to infants and kids up to the age of 5, but I can't imagine it's (for lack of a better term) appropriate for a 5 year old to set up camp in our bedroom. I know there are legal requirements for space, but I don't know what they are and at what ages.

We could conceivably move our bedroom up into the attic and turn the downstairs bedroom into a kid's room, but my worry is having a child alone on the ground floor of a house during the night. We live in a diverse neighborhood and our house is VERY secure, but still...

The cloud isn?t a weird abstract concept any more, it hasn?t been for a while now actually. Global cloud traffic is growing massively, especially in emerging market regions like Africa and the Middle East.

According to networking specialist Cisco, global data centre traffic will grow four-fold and reach a total of 6.6 zettabytes annually by 2016.

For a bit of context, that?s 92 trillion hours of streaming music, 16-trillion hours of business web conferencing, or seven-trillion hours of online high-definition (HD) video streaming

It reckons that Africa and the Middle East will lead the way with 79% annual growth rate, followed by Latin America (66%); and Central and Eastern Europe (55%).

The fact that emerging markets are likely to experience the fastest growth in the next few years probably shouldn?t be all that surprising. Aside from the fact that developed markets have a much more established presence going onto the cloud is likely to be a much cheaper option for a large number of businesses and people in those regions.

That growth does not however mean that these regions will dominate cloud traffic in the next few years. BY 2016, says Cisco, the Asia-Pacific region will generate the most cloud traffic (1.5 zettabytes annually); followed by North America (1.1 zettabytes annually); and Western Europe (963 exabytes annually).

Cisco reckons that global cloud traffic, the fastest growing component of data centre traffic, will grow 6-fold ? a 44% combined annual growth rate (CAGR) ? from 683 exabytes of annual traffic in 2011 to 4.3 zettabytes by 2016.

The vast majority of the data centre traffic, says the company, is not caused by end users but by data centres and cloud-computing workloads used in activities that are virtually invisible to individuals.

For the period 2011 ? 2016, Cisco forecasts that roughly 76% of data centre traffic will stay within the data centre and will be largely generated by storage, production and development data.

An additional seven percent of data centre traffic will be generated between data centres primarily driven by data replication and software/system updates. The remaining 17% of data centre traffic will be fuelled by end users accessing clouds for web surfing, emailing and video streaming.
