HSBC China services PMI recovers to 54.3 after one-year low

BEIJING (Reuters) - China's services sector rebounded in September after its growth hit a one-year low in August, according to a private sector survey on Monday that follows last week's much more gloomy official assessment.

The HSBC services sector Purchasing Managers' Index rose to 54.3 in September from 52.0 in August, rebounding to its highest level since May thanks to an uptick in the new business sub-index to 54.0 - also the highest level in four months.

The sunny results are in marked contrast to an official non-manufacturing PMI released on October 3, which showed activity in September slowing to the weakest level since November 2010. The official survey, published by the National Bureau of Statistics, tends to reflect larger state-owned firms, and the two do not necessarily move in tandem.

Monday's survey also contrasts with both the HSBC and the official PMI ones of China's vast manufacturing sector, which indicate that China is headed for a seventh straight quarter of slowing growth.

"This is likely an indication of a gradual improvement of domestic economic conditions due to the earlier easing measures and the stronger consumption demand in the run-up to the Golden Week holiday," said Hongbin Qu, HSBC's chief economist for China.

"While this helped to cushion the ongoing slowdown of manufacturing sectors, a meaningful turnaround in domestic demand requires additional easing efforts."

The week-long National Day holiday at the beginning of October saw hundreds of millions of Chinese hit the roads and shopping malls, straining capacity at tourist destinations and crowding trains and airports. This year, the holiday coincided with the Mid-Autumn Festival, when families and business contacts treat each other to restaurant meals, mooncakes and gifts.

HSBC's "prices charged" sub-index rose above 50 - the line that separates expansion from contraction - for the first time since March. The rise could reflect the holiday as well as reflecting an increase in inflation after a summer trough.

WEAK GROWTH

Analysts expect 2012 to be China's weakest full year of growth since 1999 at just 7.7 percent, according a Reuters poll that forecasts annual growth of 7.4 percent in Q3, down from Q2's 7.6 percent.

Two cuts to interest rates, the easing of bank reserve requirements that freed about 1.2 trillion yuan ($190 billion) for lending and the approval of infrastructure projects worth more than $150 billion have so far failed to arrest the decline in China's overall economic growth pace.

Analysts have had to repeatedly push back their expectations for when growth might begin to accelerate again. Beijing has resolutely kept a grip on the vital real estate sector and - contrary to the hopes of some - has refused to launch a major stimulus program.

But there are signs that the real estate sector - the main driver of wealth for China's prosperous city dwellers in the past 15 years - is bottoming out, wrote analysts Stephen Green and Lan Shen of Standard Chartered in a report before Monday's PMI data was released.

They pointed to falling apartment inventories and greater activity in land markets.

Local governments, which rely on land sales for revenue, moved to loosen curbs this summer but were slapped down by Beijing. The central government's stance could change after a new generation of leaders is appointed by the Communist Party in November, some analysts believe.

However, consumers may turn more cautious as the slowdown in the manufacturing sector feeds through to the urban services sector, as implied by the official non-manufacturing PMI results for September, the Standard Chartered report noted.

The HSBC services PMI did reflect a slight reduction in the sub-index that tracks employment, although Markit Economics, which compiles the index, noted that employment grew at its second fastest pace in the past 10 months, thanks to the rise in new orders.

FDA warns about risks of online pharmacies

The Food and Drug Administration is warning U.S. consumers that the vast majority of Internet pharmacies are fraudulent and likely are selling counterfeit drugs that could harm them.

The agency on Friday launched a national campaign, called BeSafeRx, to alert the public to the danger, amid evidence that more people are shopping for their medicine online, looking for savings and convenience.

Instead, they're likely to get fake drugs that are contaminated, are past their expiration date or contain no active ingredient, the wrong amount of active ingredient or even toxic substances such as arsenic and rat poison. They could sicken or kill people, cause them to develop a resistance to their real medicine, cause new side effects or trigger harmful interactions with other medications being taken.

"Our goal is to increase awareness," FDA Commissioner Dr. Margaret Hamburg told The Associated Press, "not to scare people away from online pharmacies. We want them to use appropriate pharmacies."

That means pharmacies that are located in the U.S., are licensed by the pharmacy board in the patient's state and have a licensed pharmacist available to answer questions. In addition, the pharmacy must require a valid doctor's prescription for the medicine. Online drugstores that claim none is needed, or that the site's doctor can write a prescription after the customer answers some questions, are breaking the law.

Research by the National Association of Boards of Pharmacy, which represents the state pharmacy boards, found that of thousands of online pharmacies it reviewed, only about 3 percent follow state and federal laws. In fact, the group's website lists only a few dozen Internet pharmacies that it has verified are legitimate and following the rules.

Most consumers don't know that. An Internet survey, conducted by the FDA in May, questioned 6,090 adults. It found that nearly one in four Internet shoppers has bought prescription drugs online, and nearly three in 10 said they weren't confident they could do so safely.

The campaign comes after some high-profile cases of counterfeit drugs reaching American patients earlier this year.

In February and again in April, the FDA warned doctors and cancer clinics around the country that it had determined they had bought fake Avastin, a pricey injectable cancer medicine, from a "gray market" wholesaler. The fake Avastin vials originated in Asia or Eastern Europe and were transferred through a network of shady wholesalers before being sold to clinics by a wholesaler claiming to be in Montana.

In another case, the FDA issued a warning in May after learning consumers shopping on the Internet had bought fake versions of generic Adderall, a popular medication for attention deficit hyperactivity disorder.

No deaths or serious injuries have been linked to those fakes, but Hamburg notes that when drugs don't help patients get better, doctors usually blame the disease or assume a different medicine is needed. That means most fakes aren't detected.

So the FDA, which has put increasing focus on the counterfeiting problem, on Friday launched a website, www.FDA.gov/BeSafeRx , that shows consumers how to determine if an online pharmacy is safe.

"Buying prescription medicine from a fake online pharmacy can be dangerous, or even deadly," the site warns.

It includes tips on how to spot illegal pharmacies, links to state databases of licensed pharmacies and explanations of all the dangers of rogue pharmacies. Besides likely getting fake drugs, that includes the risk that they will infect your computer with viruses, sell your personal and financial information to other rogue websites and Internet scammers, or charge you for products you never ordered or received.

Many rogue pharmacies claim to be in Canada ? because Americans know medicines are cheaper there and assume that's why they're getting a deal. Many fraudulent sites even put the word Canada in their name, or display the Canadian flag prominently on the site. Their web storefronts are slick and look professional. And they all offer prices that are unbelievably low.

"If the low prices seem too good to be true, they probably are,' Hamburg said.

The FDA is collaborating with several other federal agencies and departments and even Interpol in the campaign, Hamburg said, and it has asked medical and pharmaceutical industry groups to join in.

It's also reaching out to doctors, pharmacists and medical facilities to spread the word. They'll get access to materials they can download, from patient fact sheets and discussion guides to sample blog items and web banners for a practice's own website. There's also a list of tips to help doctors determine if a patient may be buying medicine online.

The agency will do a follow-up survey to see if the campaign's message is reaching the public.

"What's truly important to us is that consumers know how to look for an online pharmacy that's legitimate and safe," Hamburg said.

Carolina Hernando was a senior in high school in 1999 when her guidance counselor delivered a devastating blow: She needed a Social Security number to go to college. ?An illegal immigrant from Mexico, Hernando had no idea what a Social Security number was, let alone that it would prevent her from becoming a teacher.

More than a decade later, Hernando still tears up when talking about it. ?I was the first in my family to graduate high school,? she said. ?I felt like all that hard work was wasted.?

When Hernando, who lives in Chicago?s Logan Square neighborhood, heard about the Logan Square Neighborhood Association?s parent mentor program last fall, she leapt at the chance to get what she calls a ?taste of being in the classroom.?

The year-long program places parents into a classroom in their child?s school for two hours every day. They work with individual students or small groups, helping teachers give more one-on-one attention to children. They also earn a stipend of $500-$600 per semester for their time.

Started in 1995 as a way to get more parents into schools, the parent mentor program has been adopted by other neighborhood groups and the city school district, spreading to 29schools; the Logan Square Neighborhood Association oversees the program in eight of them. Each year, the program places hundreds parents in the classrooms of participating schools.

Some research suggeststhat the more involved a parent is in his or her child?s education, the better the child performs academically. Yet parent involvement in high-poverty schools is often an elusive goal. Some parents are unable or unwilling to participate; others are unsure of how to get involved. Logan Square views its mentor program as a response to this last problem ? it provides clear-cut access to school involvement for nearly any willing parent.

Advocates say the program has contributed to improved student performance in the largely poor and minority neighborhood in northwestern Chicago, both for individual students and for the schools that participate. ?At James Monroe Elementary School, for instance, 74 percent of third-graders were proficient in reading in 2011, compared to 24 percent in 1999.

Letting parents explore
Yet the program, which draws a large percentage of immigrants, is just as much about adult education as it is about student achievement.? After finishing the year helping in a classroom, many parents go on get a GED, enroll in college or start a career. The Logan Square Neighborhood Association estimates that 80 percent of its parent mentors go on to jobs or some sort of education.

?The parent mentor program is a place for them to be able to explore themselves and realize they can do things they think they can?t,? said Leticia Barrera, an education coordinator for the association and an alumna of the program.

Hernando is still not a citizen and therefore ineligible for government aid for postsecondary education; college remains out of reach. But she?ll become a part-time classroom aide at her children?s elementary school this fall. She?ll also be a parent mentor coordinator at the elementary school, recruiting and supporting other parents in the program.

Her fellow coordinators have similar success stories. Adam Little grew up in a single-parent household with five siblings and is now a single father of two teenage girls. After an injury forced him to leave his job, he slipped into a three-year depression, until his mother dragged him to a parent mentor meeting at his girls? school, he said. He?s now training to become a teacher.

Iyabo Anifowoshe, a former math teacher in Nigeria, still carries around her diploma at all times as proof she graduated as an electrical engineer from a university in Africa. She missed the classroom terribly until she found the parent mentor program.

?When you come to America you have to start your life all over again,? she said. ?This year my whole life just changed.?

And the mentors? children likely benefit as well, says Joanna Brown, Logan Square?s lead education organizer. ?People?s goals for their children either go up or get really enforced,? she said. ?That?s one of the big things they say ? they learned how to help their kids at home.?

'Digital toolkit': Putting parents to work in the classroom

Recruitment for new mentors starts the first week of school, with fliers, notes sent home with children, even phone calls to potential candidates. Parents have to apply and go through a formal interview, but nearly everyone who clears a background check and meets other Chicago Public Schools guidelines, such as passing a tuberculosis test, is accepted. Parents with any level of education can participate.

Teacher participation is voluntary. Logan Square tries to place parents in a class in the same grade as their child or one above, but never in the same class as their child.

Parents often pick up strategies by watching the teachers. ?They observe how we do it,? said Margarita Ampudia, a first-grade teacher at Monroe Elementary School. ?They learn a little bit.?

Hernando said that by the end of her year as a parent mentor she?d seen grades improve for the students she worked with regularly.

Funding limits how many parents a given school is able to accept, Barrera said, but some schools ? having seen how effective the program is at integrating parents into the school ? are willing to pitch in. Logan Square asks that each participating school set aside $5,000 to $10,000 to pay for part of the program. The association then contributes $40,000 to $45,000 per school annually.

'There are a lot of obstacles'
At Monroe, Principal Edwin Rivera meets with his parent mentors every other week to update them on school news and let them ask questions. His mentors also pitch in as crossing guards and lunch monitors; they supervise the hallways during standardized testing time.

Although test scores have skyrocketed at Monroe, proficiency rates still are slightly under state averages in most grades. The school has also recently seen a small dip in test scores, and it has been placed on a federal list of schools that are eligible for state sanctions based on a formula of expected test score growth.

Despite Monroe?s success in attracting parent mentors, there are still many more parents who aren?t involved at the school, where 96 percent of students qualify for free- or reduced-price lunch. Parent mentors must pledge 10 hours a week during school hours, meaning positions are primarily taken by those who don?t have other day jobs.

?It?s not that they don?t want to come,? Rivera said of the other parents. ?There are a lot of obstacles.?

Hernando scribbled down her own goal immediately: to take leadership classes so she can give future parent mentors the best experience possible. ?Latino parents, she explained, are often isolated from their children?s education, not understanding how schools work or how to get involved. Her own parents didn?t know how to help her get into college. She wants to make sure that?s not true for the next generation.

?It?s great,? she said about her new mentor coordinator role. ??I can help other parents get involved.?

Maggie Smith of "Downton Abbey" won for best supporting actress in a drama series.

"Thank you Hollywood for allowing me to be part of your group," said Paul, noting he'd moved from Idaho to pursue his dreams.

"Modern Family" made it look easy as the comedy's Eric Stonestreet and Julie Bowen claimed supporting actor awards, although there was at least a minor backlash online as some questioned whether the show had a deserving season.

Stonestreet was funny and touching as he accepted for his role as half of a devoted gay couple.

"I wouldn't be standing here without Jesse Tyler Ferguson, there is no Cam without Mitch," he said, saluting his co-star. "We get the awesome opportunity to play these two characters on TV and show America and the world what a loving couple we can be just like everybody else."

Then he turned saucy: "I never knew I'd be on TV as a gay man, but I love the pictures of hairy chests you guys are sending me, it's really amazing. Thank you for those."

Among reality competitors, "The Amazing Race" was honored as best reality series, ninth time in 10 nominations for the award. Tom Bergeron of "Dancing With the Stars" won as best host of a reality series.

"Family Guy" creator Seth MacFarlane found presenting can be tricky.

"Oh, the mic's over there," he said, after discovering he was on the wrong side of the stage. "This is what happens when you don't come to rehearsal," MacFarlane said.

Fashionistas noticed yellow was hot, the color of choice for Julianne Moore, a pregnant Claire Danes, Julie Bowen and Hannah Simone from "New Girl."

"Best hair and makeup goes to Claine Danes. Perfect!" tweeted Emma Roberts.

The show started with bathroom humor: A filmed bit with Kathy Bates, Zooey Deschanel and other nominated actresses prepping in the restroom, then discovering a weeping Jimmy Kimmel lamenting a Botox reaction he said would keep him off stage as host.

"You look beautiful," he was reassured. "You look like a 'Real Housewife.'"

Viewers of the skit may have been puzzled by a nude Lena Dunham, the creator-star of "Girls," who's routinely brave about showing skin on the HBO comedy.

Standup comic Louis C.K. won the Emmy for best comedy writing for "Louie."

Kimmel set up one of the night's best filmed comedy bits by musing on what "Breaking Bad" would have been like had it aired in a G-rated, pre-cable era.

The answer: a spoof of the opening to "The Andy Griffith Show," with "Breaking Bad" stars Bryan Cranston and Aaron Paul, fully suited up to cook crystal meth, out at the lake with their fishing poles as the "Andy Griffith" whistling theme song was heard.

As a pungent punchline, they shot dead an unexpected witness: a friendly deputy billed as co-star Don Knotts.

HBO came into the night with a leading 17 creative arts Emmys from a Sept. 15 ceremony honoring technical and other achievements. CBS was second with 13, followed by PBS with 11. Discovery received six awards, NBC got five and ABC and the Cartoon Network won four each. Fox received two trophies.

Emmy has to prove herself a winner with the audience. After rebounding somewhat to 13.5 million viewers in 2010 after an all-time low in 2008 of 12.3 million, last year's show drew 12.4 million viewers airing on Fox. The ceremony rotates annually among the four major networks.
