A Fire Department spokesman said there were power lines down and possibly other damage in the Point Breeze section of the Rockaway peninsula in Queens. The general manager of the Breezy Point Surf Club tells the Associated Press the storm ripped up cabanas and even picked up industrial-sized metal trash bins. The National Weather Service issued a tornado warning for Queens and Brooklyn as a line of strong thunderstorms moved through the city. The service said radar detected a "strong rotation" in the storm, but there was no immediate confirmation that a twister actually formed. (AP Photo/Joey Mure)

(AP) ? Strong storms that pummeled the East Coast spawned at least two damaging tornadoes in New York City, flooded the streets of some New England towns and left tens of thousands in the dark in the Washington, D.C., area.

No serious injuries were reported when a twister hit a beachfront neighborhood Saturday on the edge of New York City and a second, stronger tornado followed moments later about 10 miles away. Residents got advance notice, but still the storm took people by surprise.

"I was showing videos of tornadoes to my 4-year-old on my phone, and two minutes later, it hit," said Breezy Point neighborhood resident Peter Maloney. "Just like they always say, it sounded like a train."

The unsettled weather, part of a cold front that crossed over the Eastern Seaboard, toppled trees and power lines and damaged buildings as it went. Wind gusts reached 70 mph in some places.

Tornado-like funnel clouds were reported in Fairfax County, Va., and in Prince George's County, Md., but had not been confirmed by Saturday evening, meteorologist Andy Woodcock of the National Weather Service said.

One person suffered minor injuries during a partial stage collapse at the Rosslyn Jazz Festival in Arlington County, Va., and six people were evacuated from a Washington apartment building when a tree fell on it. Fairfax County officials reported three home cave-ins because of downed trees, a water rescue in the Potomac River and dozens of electrical wires down.

As of 10 p.m., about 58,000 customers were without electricity in northern Virginia, according to Dominion Virginia Power. Pepco reported outages to roughly 50,000 customers in the District of Columbia and Maryland's Prince George's and Montgomery counties. BGE reported about 9,300 outages, most in Prince George's and Anne Arundel counties.

In New York City, videos taken by bystanders showed a funnel sucking up water, then sand, and then small pieces of buildings as the first tornado moved through the Breezy Point section of the Rockaway peninsula in Queens.

At the Breezy Point Surf Club, it ripped the roofs off rows of cabanas, scattered deck chairs and left a heavy metal barbecue and propane tank sitting in the middle of a softball field, at least 100 yards from any home.

"It picked up picnic benches. It picked up Dumpsters," said the club's general manager, Thomas Sullivan.

In the storm's wake, broken flower pots, knocked-down fences and smashed windows littered the community of seaside bungalows. Half an hour later, the weather was beautiful, but Sullivan had to close the club to clean up the damage.

The roof of Bob O'Hara's cabana was torn off, leaving tubes of sunscreen, broken beer bottles and an old TV set exposed to the elements.

"We got a new sunroof," said O'Hara, who has spent summer weekends at the Breezy Point club for his entire 52 years. "The TV was getting thrown out anyway," he added.

The second twister hit to the northwest, in the Canarsie section of Brooklyn but also near the water, about seven minutes later. The National Weather Service said winds were up to 110 miles per hour, and several homes and trees were damaged.

Tornadoes are traditionally rare in the New York City area, but they have occurred with regularity in recent years. A small tornado uprooted trees on Long Island last month.

In 2010, a September storm spawned two tornadoes that knocked down thousands of trees and blew off a few rooftops in Brooklyn and Queens. A small tornado struck the same year in the Bronx. In 2007, a more powerful tornado damaged homes in Brooklyn and Staten Island.

More than 1,100 customers lost power Saturday in New York City.

Across New York state, in Buffalo, strong winds blew roofing off some buildings and sent bricks falling into the street. The city of Albany canceled the evening portion of an outdoor jazz festival because of the threat of storms.

More than 6,000 customers were without power in East in Warren County, another 1,500 or so lost power in other areas upstate, and about 3,000 customers in the Hudson Valley were affected.

With wind gusts reaching up to 60 mph, the storms moved into New England, flooding roads, toppling trees and snapping power lines.

For about three hours, the storm barraged western Massachusetts, western Connecticut and part of New Hampshire before tapering off near Rhode Island, but not before flooding roads in East Providence, the National Weather Service said.

In Fall River, Mass., floodwaters reached up to car windshields and stalled out dozens of vehicles. A daycare center was evacuated and St. Anne's Hospital emergency room flooded.

In New Hampshire, television station WMUR reported 4,000 power outages. The storm reached every county in Vermont, all within a two-hour window, but mercifully left the state without any extraordinary damage, according to early reports.

Weather Service meteorologist John Cannon said the storms by late Saturday had come and gone in Maine, where the concern then became high swells of 4 to 8 feet on the beaches and rip currents that would make it dangerous to be out on the water Sunday.

Balans, Kensington ? Review

Peter Morrell relaxes in this popular bar / restaurant

Balans is a mini chain of restaurants with branches in Miami and London. They aim at the diner who wants good food and a casual drink in a relaxed atmosphere at any time of the day. I went to the Kensington branch, strategically placed in the High Street, for all those needing a rest after some intensive retail therapy.

Tables outside for an alfresco coffee begin the options which once inside offer a comfortable bar area to enjoy a drink and the main restaurant at the back. The dining space is mix of chairs, banquettes and booths. It has simple decor with a wooden floor, mirrors and paintings on the walls and the room is lit with a conservatory roof which makes it feel light and fresh.

For an aperitif there is a good list of cocktails both classic and frozen and a choice of international beers. The menu has been designed for a range of lifestyles offering an all day breakfast, salads and sandwiches as well as the more traditional starters and main courses.

Taking a look at the menu the good thing about it is that there are a lot of appealing dishes to choose from. For a starter the plate of Greek dips looked?appetising as did the shredded duck spring rolls and the crab cakes. My dining companion chose the fried squid with garlic mayonnaise and I went for the seared scallops and pork belly with an orange sweet soy glaze.

These were both good dishes, the batter on the squid was crisp and my scallops were moist and the pork was very tender and showed a good depth of flavour.

The salads and sandwiches section had something for every taste from a mackerel and beetroot salad to a crayfish club sandwich, these looked like they would make a very satisfying light meal. Nestling in this section was the Balans 10oz burger, which was my choice for the main. A point to note, I had asked for my burger to be cooked rare but Westminster City Council has banned then being cooked like this. It is not the restaurant?s fault but elf ?n? safety gone mad when you can?t choose how you want your food cooked.

My companion mused over her main course selection, the beer battered haddock with mushy peas almost tempted her as did the sea bass with crushed new potatoes and the rib steak. Her final decision was the salmon fishcakes with poached egg.

My burger was a serious size meal loaded with cheddar cheese, streaky bacon in a house baked sesame bun with pickles and salad. Accompanied by some very good hand cut chips it was very satisfying. My companion?s fishcakes had plenty of salmon in them, were well seasoned and had a crispy coating

The wines are well priced from about ?16 to around ?30 with most of them being available by the glass. The selection is drawn from producing countries world-wide and there is something to suit every preference. We drank the non vintage rioja Castillo de Clavijo from Spain. It had strong cherry notes in the bouquet which transformed into vanilla spice on the palate. The fruit, spice and tannin were all well balanced giving it a velvety smoothness and a lingering aftertaste.

The dessert menu offered some interesting options, from the super sticky banoffi sundae made with dulce de leche, banana, amaretti biscuit and vanilla ice cream to the more sedate chocolate macaroon with fresh raspberries.? My companion was full but I had just enough space for the salted caramel ice cream which was good and creamy.

As the evening progressed and the light from the conservatory roof faded candles were lit on the tables making the atmosphere cosier so as the time of the day changes so does the mood of the restaurant.

Balans has a number of branches in the London area including Earls Court and in two of the Westfield centres. The branch you may be the most interested in visiting is in Old Compton Street, Soho. The private booths at the back of the restaurant have become a favourite?the likes of?Lady Gaga, Rihanna and Kelly Rowland. The booths are the perfect place to start or end your night like an A-lister and if you want to make it a late one the full menu is served until 6am.

Whatever the time of day Balans has a food and drink option to match, from a coffee at eleven to a light lunch at one, some post shopping refreshment at four or relaxing evening out. The brassiere style food is well cooked and plentiful, service is brink and efficient, it?s good value for money and the mood reflects the time of day.

Expect to pay around ?45 per head for a three course meal with drinks and service

Idaho energy tussle makes international ripples

BOISE, Idaho (AP) ? An Idaho alternative energy fight is sending out international shockwaves, with a Greek company saying utilities' demands to skirt their obligations to buy power from wind farms are a threat to its business.

Athens-based GEK Terna said Wednesday giving in to demands from utilities like Idaho Power Co. will hurt efforts to finance its 138-megawatt Mountain Air facility, slated to begin producing electricity near Mountain Home in October.

Idaho Power, the state's largest utility, wants Idaho regulators' permission to limit electricity output from wind farms like Terna's at times of low demand, arguing it will protect customers from higher costs.

With the matter unresolved, lenders are wary their money is at risk. Already, one company, Boise-based Exergy Development Group, has suspended $323 million worth of projects amid what's become an existential crisis for the renewables industry in Idaho.

Wind companies have asked the Federal Energy Regulatory Commission to intervene, to protect them from utilities' demands.

"We are having conversations for this issue with both the Idaho Public Utilities Commission and the Federal Energy Regulatory Commission, and we are trying for the best," said Lampros Konstantinos, a Terna spokesman in Athens. "In general, any retroactive and unilateral modification affects the financing of any project."

At issue are competing readings of a 1978 federal law governing renewable projects.

Utility officials contend the Public Utilities Regulatory Policies Act, or PURPA, should allow them to halt otherwise contractually required electricity purchases during periods of light load, often at nighttime in the spring and fall when they're forced to back down other generation like coal-fired power plants to balance their systems, but then suffer higher costs when demand escalates hours later.

In those situations, customers end up paying more than is necessary, said Tessia Park, Idaho Power's director of load serving operations.

"If we took that coal unit all the way off, we couldn't get it back the next day, without paying some contractual penalties ? even if they would let us back on," Park said.

Meanwhile, wind developers like Terna contend PURPA allows utilities to limit their output only during operational emergencies. The utilities, developers insist, are playing the price card to influence public opinion by unfairly basing their arguments on historically low natural gas prices, when longer-term pricing models are actually the basis for power purchase agreements.

Peter Richardson, a renewable energy lawyer in Boise, said the specter of curtailment has caused a wave of angst among lenders, since a utility's ability to shut down a wind farm heaps on the risk.

For projects under development, they'll pay more for lower-interest loans needed to replace higher-cost construction loans, he said.

And for completed projects like the 183-megawatt Idaho Wind Partners development in southern Idaho that's part-owned by General Electric Co., curtailment could mean a significant hit to annual revenue, resulting in a cascading effect where the project violates credit agreements on existing loans, potentially triggering a default.

"This curtailment issue is a wild card," Richardson said. "You're talking about people who have Las Vegas risk appetite, if you're going to have a utility that can curtail for economic reasons."

Fearing the Idaho Public Utilities Commission will side with utilities ? PUC staffers have backed their proposal ? Terna, Idaho Wind Partners and the industry-group American Wind Energy Association are seeking FERC help, on grounds this would create a damaging national precedent and set back the renewables industry everywhere.

If Idaho Power prevails, Terna spokesman Konstantinos said, it would not only endanger his project's financing, it would undermine confidence of other businesses seeking to invest in Idaho, if they can't count on contracts being enforced.

"Retroactive and unilateral initiatives have a broader impact on the investment climate and the reliability of any" state or country, he said Wednesday.

FERC officials in Washington, D.C., didn't immediately say when they would make a decision.

British police call off search for supposed lion

(AP Photo/Steve Parsons/PA Wire) UNITED KINGDOM OUT

(AP) ? So, were the locals lying about the lion?

Police said Monday that they've found no evidence to support area residents' claims that they'd spotted a big cat prowling the countryside near the idyllic village of St. Osyth, in the southeastern English county of Essex.

Sunday's reported sightings alarmed many of the village's 4,000 people, and authorities sent about 40 officers, tranquilizer-toting zoo experts, and a pair of heat-seeking helicopters to the area in an effort to find the beast.

But a police spokeswoman said that, after an extensive search, "we've found no evidence" of a lion. The creature spotted Sunday night may have been a large domestic cat or a wildcat, she added.

So does that mean there never was any lion?

The official, who spoke on customary condition of anonymity, demurred, noting that the people interviewed by police were convinced they'd spotted a lion. That aside, she said, "we've stopped searching for it."

It seems the mysterious "Essex Lion" will join a number of other mythical beasts that at times appear and then disappear into Britain's forests and seaside ? particularly in the dead of summer, when journalists struggle to fill papers and news bulletins.

In 2011, there was the Hampshire White Tiger, whose alleged appearance near a sports field stopped a cricket game and led to a police alert (the tiger turned out to be a stuffed toy). And in 2007, the British media went wild over a man who claimed to have photographed a great white shark off the coast of Cornwall, in southwestern England.

The man, a bouncer, later admitted that the pictures were actually taken while on vacation in South Africa, adding that he couldn't believe anyone had been foolish enough to take the hoax seriously.

Utah NBC affiliate won't air show about gay couple

SALT LAKE CITY (AP) ? A Mormon church-owned NBC affiliate in Utah won't air an upcoming sitcom about a gay couple that invites a surrogate mother into their home as they try to have a baby because the station deems the content inappropriate for its audience.

"The New Normal" is set to debut Sept. 11 on NBC.

"After viewing the pilot episode of 'The New Normal,' we have made the decision to keep it off our fall schedule," Jeff Simpson, CEO of KSL's parent company, Bonneville International, which is owned by The Church of Jesus Christ of Latter-day Saints, told the Deseret News.

"For our brand, this program simply feels inappropriate on several dimensions, especially during family viewing time," Simpson told the newspaper, which also is owned by the Mormon church.

Simpson did not respond to a request for comment Monday from The Associated Press.

He told the newspaper the show's offensive dialogue and explicit content make it an inappropriate fit for the station.

NBC defended the program, noting it makes "a statement about the changing definition of the nuclear family."

"The show is against bigotry and hatred in every form and will make that point whenever characters say outrageous or unacceptable things about race, religion, sexual identity, disability, or tolerance of people outside the definitions of 'normal,'" the network said in a statement Monday.

The Gay and Lesbian Alliance Against Defamation sharply criticized KSL's decision.

"Same-sex families are a beloved part of American television thanks to shows like Modern Family, Glee and Grey's Anatomy," GLAAD President Herndon Graddick said. "While audiences, critics and advertisers have all supported LGBT stories, KSL is demonstrating how deeply out of touch it is with the rest of the country."

Over the years, KSL has deemed several other shows inappropriate for its viewers, including "Saturday Night Live," which instead airs on Salt Lake City's KUCW.

Last year, the station declined to air the short-lived 1960s period drama "The Playboy Club," noting it, too, was inappropriate material for its audience.

In 2002, KSL decided not to broadcast an episode of the "Tonight" show because it was set to feature the creators of a stage act called "Puppetry of the Penis."

A year later, KSL joined WNDU-TV, the NBC affiliate owned by the University of Notre Dame in South Bend, Ind., in declining to air the short-lived new sitcom, "Coupling." The show was a remake of a BBC sitcom focusing on the sex lives of a group of friends.

The university-owned station noted at the time that the show's sexual jokes "push the envelope well beyond the boundaries of our community's standards."

KSL officials said their decision came after a barrage of Utah viewer complaints over network promotions for the show.

Bonneville International, KSL's parent company, also owns radio stations in Los Angeles, Seattle and Phoenix.

Pets or ? well, you know ? | Good Faith Ranch

While I have always wanted horses, I managed to avoid keeping any animal in the ?livestock? category until I turned 50 and decided to get a trio of laying hens. Not realizing, of course, that chickens are ?gateway livestock.?

Within five years? time, I went from three slightly used chickens to 15 hard-working young layers. From a single raised-bed planter to plans for more than a dozen of them. From my childhood Breyer horses to three real ones. And, of course, from a quarter-acre suburban lot to Rancho Buena Fe?.

Coming next: Goats.

Nigerian dwarf goats, to be specific. Small, friendly and productive, with milk for cheese, butter and soap.

I mentioned on Facebook that I was getting goats, and publicly and privately I started getting word of goats who need homes. Farm sanctuary goats. Shelter goats. Mixed breed and meat goats. Because everyone assumes I?m looking for pets. Which I?m not, not really.

The only animals on this place who get a pass are the dogs and cats, and honestly, they contribute plenty in the way of emotional support and endless amusement. Everyone else (except for Bernadette The Weather Duck? and her companion, ABBA) contribute food, in one way or another. As for me, I bring in the mortgage money and I handle all the care. The rest of the animals:

  • The horses get ridden.
  • The chickens give eggs.
  • The goats give milk.

The gardens provide food for me (and for sale/barter, eventually) with leftovers for the chickens, goats and compost pile. The compost pile gives back to the gardens.

But then, there?s the subject of meat. While I eat less and less meat over time (I?m becoming a ?Fork Over Knives? person, and the meat I do eat is largely raised here or purchased from sources I trust)? my dogs and cats are carnivores, and they?re fed that way. I have two massive freezers in the garage, and I?ll soon be adding another to accommodate serving as a drop site for SF Raw Feeders, a spectacular buying co-op that supports humane, sustainable, regional animal agriculture ? small family farms and ranches.

When I first got those three chickens, back in suburbia, I mentioned to my very sweet neighbors (two sisters who share a home) that I would have extra eggs, if they wanted them. One of them said, ?No, thank you. We?re vegans.? After a little probing whether it was a choice for health or because eating animals was unthinkable, I got that it the latter. So I said, ?You know, these eggs come naturally from chickens who live their lives to the best that any chicken could.?

?Oh no,? said the neighbor. ?We could never kill fetal chickens.?

?I don?t have a rooster,? I said. ?You?re not killing anything.?

They insisted you didn?t need a rooster to make more chickens. At that point, I let the matter drop. I just didn?t have the patience to explain high-school biology to them.

And I certainly didn?t have it to explain why feeding the leftovers of industrial animal agriculture to their dogs and cats (in a bad of kibble) negated pretty much everything they believed.

Which brings me back to meat.

I do not need to squeeze every last dime from my animals, which is why those who give a lifetime of eggs (hens), or milk (goats), or service (horses) will live out their lives here even when they no longer contribute. Beyond that, only the horses are guaranteed to never be fed to something else here at RBF. One of my dogs has killed a chicken or two, and when that happened, the unlucky hen is eviscerated, plucked and put into the freezer. She will later become dog food, fed back to the same dog who killed her. That wasn?t my plan for her, but I?m also not going to waste her final contribution by throwing her body into the trash. (Chickens who are sick I kill swiftly and mercifully, but they DO go in the trash ? I won?t feed sick animals to other animals ? which is more than you can say about a pet-food company.)

But chickens are not that hard to deal with emotionally, at least not for me. I can slaughter them, I can butcher them and since I made that leap, I stopped naming them. The two ducks ? Bernadette and ABBA ? are pets. The chickens are not, although there is always the possibility that one or two of them might become so, names and all. But as I said, barring accident or illness, the laying hens will live out their natural lives after they are no longer productive. The meats birds I?ll be raising next spring will not be. While they?ll be well-cared-for every day of their lives here, they will be raised to end up in my freezer, a few months after they come here. And I?m OK with that, too. The same goes with cockerels: We eat them here.

Pets or meat, we get to make the choice. That?s why I have a pet duck who I got after a field-training sessions ? once in which most of the other ducks died. I have no problem with death. I have a problem with cruelty.

And I really have a problem with people who cringe when I talk about killing poultry for the dogs or the table if they?re buying meat someone else killed after the animals were treated with less compassion than shown to your average end table. (I feel the same way about people who whinge about how ?cruel? hunters are, also while eating factory-farmed meat.)

With the goatly additions, though, I have to do some more thinking. That?s because (for those of you unfamiliar with the concept, such as people who believe in immaculate insemination of chickens) to milk from a goat (or any mammal) you need to breed them. The milk, after all, is intended to be given to offspring, not moochers like us.

While industrial dairies would do what industrial hatcheries do with male offspring if they thought they should get away with it (note: if you have a gentle heart, don?t look it up), what to do with males when you?re someone like me is a very big issue indeed. While the female offspring of a productive dairy goat is not problem to sell, there are not many ?pet? homes for neutered male goats, known as wethers. Then what? Goat meat is very good, but I know I couldn?t personally slaughter and butcher a goat I?d seen born. And I?m only barely able to cope with the idea of having someone else do the dirty work.

Yes, it?s the cute factor, I admit it. I don?t ever plan to have meat rabbits, pigs, cattle (even nifty small ones like Dexters) or sheep. If I can?t find homes for the inevitable wethers or deal with having them butchered for my freezer, next to the chickens I?ve killed myself or the meat I bought from SF Raw ? well, I?ll have no milk, just a goat pet.

And that, I don?t want, and can?t have.

The first wether, the boy goat I?m hoping to buy gave birth to a couple months ago, is staying, because goats can?t be kept as singles. He?ll be a pet to me and a companion for his mother. But that?s all the boy goats there?ll be here, one way or the other.

Image: The dairy goat I?m negotiating to buy now. Well-trained and well-mannered, an excellent producer of top-quality milk.
