"Citizen journalism" focuses on Israeli occupation

ASEERA AL-QIBLIYA, West Bank (Reuters) - Amateur video of Israeli soldiers appearing to watch idly as settlers opened fire on Palestinians throwing stones has emphasized the growing power of "citizen journalism" in the occupied West Bank.

Shaky footage, captured on Saturday from two angles by residents of Aseera al-Qibliya village, shows bearded residents from the nearby settlement of Yitzhar aiming a hand gun and assault rifle at the crowd, followed by sounds of gunfire.

A bloodied youth shot in the face was shown being carried away on the shoulders of fellow villagers. The video was soon posted on the Internet.

Teacher Ibrahim Makhlouf, who filmed the incident, lives by the brush scorched in the clashes on the village's edge, beneath the gaze of the prefabricated suburbs of Yitzhar, which lie outside the official settlement boundary.

"We want the whole world to see what Israel and the settlers do to us. They steal our land and they attack us, and the world said we were the terrorists and criminals," he said.

"Now we can make it clear who's the aggressor and who's attacking whom. The truth contradicts their claims about our situation."

The Israeli Defence Force has ordered an investigation and confirmed that live fire was used during the confrontation. "That said, it appears that the video in question does not reflect the incident in its entirety," it said in a statement.

A spokesman for the settlers said the violence flared when they were pelted with stones as they tried to put out a scrub fire allegedly started by the Palestinians.

B'Tselem, an Israeli human rights organization, provided the cameras used to document the event, as part of a program started in 2007 whereby it has distributed around 150 camcorders to "citizen journalists" throughout the West Bank.

The group aims to use social media to bring alleged violations by settlers and the military into public view.

"The importance of our work is that we show what is being done in (Israel's) name in the West Bank by our soldiers and by organs of our government," said Sarit Michaeli, B'Tselem's spokesperson.

"The media might just show one minute, but anyone who's interested can watch this whole playlist and make up their own mind," she said, referring to numerous videos showing the shootings uploaded to YouTube.

MEDIA "WEAPON"

The incident was the latest in a series of images captured by activists and other people in the West Bank which are attracting fierce scrutiny by the international and Israeli media on practices in territory seized in the 1967 war.

Some 340,000 Jewish settlers live in the West Bank, which most refer to by the Biblical names of Judea and Samaria. Many claim an ancestral right to the land and reject the fact that the United Nations deems the settlements illegal.

A senior Israeli officer was suspended after being filmed striking a young Danish activist in the face with the butt of his rifle during a pro-Palestinian rally last month.

Lieutenant-Colonel Shalom Eisner argued that the initial video was deliberately fragmentary and concealed the violent nature of their gathering. Other clips released subsequently showed Eisner striking other people.

Circulated among army personnel, an internal memorandum obtained by Israeli newspaper Yedioth Ahronoth in the wake of the Eisner affair underscored mounting concern by the Israeli leadership over the influence of video on the media narrative.

"Remember it takes only 10 seconds out of hours of video footage to cause irreparable damage to the image of the soldiers, the army and the state," the memo said.

"The media does not reflect reality as a mirror, but rather shapes and influences it. The Palestinians make good use of this tool. It's important to be the one leading and not the one being led," it continued, reflecting the fact that Israeli soldiers now often film incidents of unrest in order to advance their version of events.

IDF officers say their primary task in the West Bank is to defend settlers from Palestinian attacks.

In villages and at demonstrations throughout the West Bank, cameras now accompany stones and tear gas as an increasingly permanent fixture.

"Our impact is excellent if you consider that Nabi Saleh is a village of less than 600 people," said Bilal Tamimi, an activist and wielder of a B'Tselem camera from a flashpoint area near an Israeli settlement and military base in the West Bank.

"People from around the world have learned what happens here through this distinct medium," he said.

Global Business Travel Association predicts China's business travel ...

The Global Business Travel Association announces the results of its inaugural GBTA BTI Outlook ? China, sponsored by Visa Inc. The GBTA BTI Outlook ? China includes the GBTA Business Travel Index (GBTA BTI). The GBTA BTI provides a way to distill market performance and the outlook for business travel into a single metric that can be tracked over time.

Highlights

Business travel spending in China is forecast to increase by 17 percent in 2012 and 21 percent in 2013, to US$202 billion and US$245 billion respectively.

Growth in international outbound travel spending is expected to be particularly strong, rising by 27 percent in 2013.

The Chinese investment in infrastructure is vital as they must have the infrastructure in place to keep up with the explosion in demand. As such, in the past 10 years, the four largest airports have doubled in size and there are plans in place for over 100 new hotels in the next decade:

Over the past ten years, China?s four largest airports (Beijing / Shanghai-Pudong / Shanghai-Hongqiao and Guangzhou) have doubled in size.

Plans are in place for approximately 100 new airports in the next ten years.

Key contributors to China?s surge in business travel expansion is in step with increasing manufacturing output, trade growth, job gains, business formations and infrastructure investment.

Business travel has evolved into a key contributor and benefactor of the Chinese economic growth showing strong correlations with economic indicators like GDP growth, retail sales, job growth, exports, profits and sales.

China is currently ranked second in the business travel market according to the GBTA findings, but is forecast to surpass the US by as early as 2015.

Real GDP in China is forecast to increase by 8.2 percent and 8.9 percent in 2012 and 2013 respectively.

GBTA BTI will reach 340 by the end of 2012 and 475 by the end of 2013. This represents an increase of almost 41 percent in just two years? time.

Michael W. McCormick, executive director and COO of GBTA, commented: ?With China on a robust upward trajectory in business travel spending, they are quickly becoming a world leader in the business travel market. For this reason, we believe it is a most opportune time to have undertaken our first Business Travel Outlook for the country. China?s phenomenal economic growth over the last decade has been mirrored in business travel which is now a key contributor to, and benefactor from, the country?s expansion.

We forecast significant increases in business travel by Chinese citizens over the next two years with at least two-thirds of the growth being real increases in trips and spending as opposed to rising travel prices. This should also be accompanied by GDP growth rates of 8-9% a year.?

Over the past decade, China has experienced rapid economic growth which has been reflected in China?s dramatic increase in business travel spending according to the research. Between 2000 and 2011, business travel spending averaged over 16 per cent a year as a component of overall travel spend and was largely driven by both meetings, incentives, conferences and exhibition business trips alongside a rise in the amount of real spend-per-trip. The rise of business travel spending is also a reflection of increases in both domestic travel and international expenditure.

Welf J. Ebeling, regional director, GBTA Asia remarked: ?Business travel drives the economy and China is no exception. From this report we can see just how explosive this growth is going to be over the next few years. The Chinese recognize how important business travel is and the investments that are being made in vital infrastructure expansion demonstrate that.?

Over the next ten years, GBTA?s report forecasts that China?s business travel spending will reflect the slow restart of the global economy with both domestic business travel spending and international outbound travel spending showing strong percentage increases. Later in the forecast horizon, international outbound travel spending by Chinese business travelers is expected to increase even more in percentage terms and reach 27 percent in 2013. Domestically, business travel spending is expected to reach US$233 billion by 2013.

This expenditure correlates strongly with several domestic economic indicators including retail sales, job growth, construction activity, profit margins, GDP and exports.

As well as business travel spending being stimulated by a recovery in world economic growth, China?s success in removing supply side bottlenecks will contribute to forecast growth rates. The country?s four largest airports Beijing, Shanghai-Pudong, Shanghai-Hongqiao and Guangzhou have doubled in size over the last ten years and even second and third tier airports have doubled or tripled their capacity. Plans are also in place for 100 new airports to be built over the next decade, adding further capacity.

In terms of economic growth, a retreat from top-down central planning and the embracing of market-based reforms and targeted investment initiatives has enabled China to become a central player in the global economy.

There has recently been a shift towards policies that promote domestic consumption, reducing? China?s exposure to the external environment. The Chinese economy has been relatively resilient in the wake of the global economic crisis, and it is expected that China will continue to experience large growth rates. The GBTA BTI report forecasts that China?s GDP will continue to rise in 2012 to 8.2% and rise to 8.9% in 2013.

For China there is currently only one significant weakness that could potentially dampen the growth of business travel, namely the European sovereign debt crisis. With about 50 percent of Chinese exports going to Europe and the US, the European slowdown was immediately felt. It is, however, expected that the economy?s diversification away from exports will reduce this exposure in the future.

In addition, the GBTA BTI Outlook ? China includes the GBTA Business Travel Index (GBTA BTI). The GBTA BTI provides a way to distill market performance and the outlook for business travel into a single metric that can be tracked over time. It is derived from total business travel spending. An index base year of 2005 was chosen for consistency with GBTA BTI in other countries. Specifically, the GBTA BTI in China is set equal to 100 in the second quarter of 2005.

The fourth quarter of 2011 saw the GBTA BTI in China come in at 337. The impact of the recession of 2008-2009 was short lived for the Chinese economy and business travel sector. In fact, by the second quarter of 2009, the index had reached 242 or 2.4 times its level only four years earlier. Since the end of the recession, the index has added over 82 points in eight quarters ? an increase of over 32 percent, driven primarily by domestic business travel expansion.

GBTA BTI in China is poised to return to its pre-2009 explosive growth in 2012 and 2013. Domestic and international outbound travel spend will work together to expand the index by an additional 135 points by the end of 2013, reaching a new high of 475 ? an increase of nearly 41 percent in just two years.

(AP) ? A woman arrested in the daytime stabbing deaths of two Canadian tourists near an Atlantic City casino laughed, frowned, grimaced and repeatedly asked where her lawyer was Tuesday as she was charged with murdering the women, one of them 80 years old.

Antoinette Pelzer stabbed the women Monday morning as they were walking in an area where most of the city's casinos have their entrances and parking garages, authorities said. Pelzer's aunt said she has long suffered from mental illness.

Superior Court Judge Michael Donio read from a criminal complaint that said Pelzer, 44, stabbed the 80-year-old woman and tried to steal her pocketbook. "When the victim would not relinquish, the suspect stabbed her additional times," he said, reading from the complaint.

The judge said the older woman was stabbed in different parts of her body with a 12-inch butcher knife, and that the younger woman, 47, was stabbed in her lower body, hands and shoulder when she tried to help.

Autopsies showed the older woman died from being knifed in the heart, while the 47-year-old woman bled to death. The victims are not being identified until relatives can be notified.

Donio had difficulty getting the defendant to focus and respond to his questions. Pelzer laughed out loud when the judge asked her whether she had applied for a public defender.

"I done trying to find out where my public defender's at," she said. "Whatever you call it, whatever. I don't know."

As the judge read parts of the criminal complaint charging her with murder and robbery, Pelzer silently shook her head "no." At other times, she made odd faces, frowned and narrowed her eyes while looking at the judge and the prosecutor.

Public defender Eric Shenkus said his office had not yet received an application to represent Pelzer but predicted it would begin representing her shortly.

Donio set her bail at $1.5 million.

Monday's killings took place in the heart of Atlantic City's new tourist district, a state-designated jurisdiction encompassing the casinos, boardwalk and shopping districts. The district is the centerpiece of Gov. Chris Christie's efforts to make the nation's third-largest gambling market clean and safe, and thereby more attracting to tourists.

Authorities say Pelzer approached the women on the sidewalk on Pacific Avenue, across the street from Bally's Atlantic City and a half-block from the hospital trauma center where they were pronounced dead.

A police officer on patrol intervened when he spotted the attack, subduing Pelzer at gunpoint.

Pelzer had been living in an Ohio shelter until December, when her mother brought her back to Philadelphia, said Pelzer's aunt Nadine King, also of Philadelphia.

Pelzer has long suffered from schizophrenia and had been homeless since January, said King, who said she had seen her niece out "begging for money."

She did not know how long she had been in Atlantic City, which has long been a magnet for the homeless, some of whom are bused there by welfare agencies from other counties and cities.

King said her niece, a mother of three, did not have a criminal record. She blamed her mental illness for what happened.

Gladys Pelzer, the suspect's mother, told WPVI-TV in Philadelphia that the stabbings apparently occurred while her daughter was trying to get money to buy cigarettes.

"I feel sorry about the people she hurt all because she wanted a cigarette. That's what this was all about," she told the TV station.

In addition to murder, she is charged with assault and weapons charges.

The killings marked the third and fourth homicides involving visitors to Atlantic City in the past two years.

Exactly two years before the women were attacked, a casino patron from northern New Jersey was carjacked inside the Taj Mahal casino parking garage and later killed. A man convicted in that case is to be sentenced on Thursday.

In September, another casino patron, also from northern New Jersey, was carjacked from the same garage and later fatally shot. Three young men are awaiting trial in that case.

Jack Allton, a Bally's customer from Jacobus, Pa., said the attack left him shaken but that he and his wife, Peg, will continue to come to the resort he has been visiting for nearly 60 years.

"It's not a positive thing for Atlantic City's image, is it?" he said. "But people who come down here all the time know there's crime here and there always has been. It's a real tragedy, but it happens."

Atlantic County Prosecutor Ted Housel voiced similar sentiments after the court hearing. In response to a question from a Canadian broadcaster, Housel said the killings could have happened anywhere.

"It could have happened in Philadelphia. It could have happened in Las Vegas," he said. "Don't think this is something negatively special about Atlantic City that doesn't exist anywhere else. There's actually crime in Canada too, I hear."

A flight crew reported that a flare fired into the sky near Philadelphia International Airport came within 50 feet of their aircraft as they prepared to land on Tuesday, according to a radio exchange with the control tower.

US Airways Express Flight 4321 from Elmira, N.Y., touched down without incident, airline spokesman Todd Lehmacher said. The plane was carrying 34 passengers and three crew members.

An audio recording of the crew's communication with air traffic controllers, which took place around 1:45 p.m., was posted on the website LiveATC.net.

"You said was there a flare being shot up ... at you?" the controller asked.

"Yeah, it probably wasn't more than 50 feet off our right wing," came the reply.

Philadelphia police said they received a 911 call at about 2 p.m. reporting someone had shot off a flare gun at an intersection near the airport. Officers went to the intersection but found no evidence of it, Officer Jillian Russell said.

The incident led officials to close one runway for about 30 minutes, airport spokeswoman Victoria Lupica said.

In March, a plane was forced to abort its landing in Philadelphia after a man breached security and drove an SUV onto the runway.
