Russia recognises Libya's Transitional Council (Reuters)

MOSCOW (Reuters) ? Russia recognized Libya's ruling interim council as the country's legitimate authority on Thursday, moving to increase its influence on postwar reconstruction and protect its economic interests in the oil-producing North African nation.

"The Russian Federation recognises the National Transitional Council (NTC) as the current authorities," the Russian Foreign Ministry said on its website www.mid.ru.

Russia, which was critical of NATO's operation in Libya, announced its decision as leaders and envoys from world powers and international bodies gathered in Paris to coordinate Libya's political and economic reconstruction.

Moscow had billions of dollars worth of arms, energy and infrastructure deals with Libya under its deposed leader Muammar Gaddafi, and Russian officials have expressed concern they could be lost in the transition.

"We proceed from the position that all previously agreed treaties and other mutual obligations ... will be implemented in good faith," the Foreign Ministry said.

Russia allowed Western military intervention in Libya to go ahead by abstaining from a U.N. Security Council resolution vote in March, but then repeatedly accused NATO forces carrying out air strikes of overstepping their mandate to protect civilians and of siding with anti-Gaddafi forces in the civil war.

President Dmitry Medvedev, however, joined Western nations in urging Gaddafi to give up power and made clear he could not seek refuge in Russia.

Nonetheless, some in Libya have signaled that the new authorities could slight nations like Russia and China in favor of those that gave more support to Gaddafi's foes.

Russia's representative at the Paris talks, Medvedev's special Africa envoy Mikhail Margelov, said he was confident that would not happen.

"I don't think the new government of Libya will start off by evaluating contracts with Russia on political rather than technical and economic criteria," the Interfax news agency quoted Margelov as saying.

Last week, Medvedev called for talks between Gaddafi's backers and opponents, and suggested that Russia would recognize the NTC if it was able to "unite the country for a new democratic start."

The Foreign Ministry statement urged the council to carry out its "declared reform program, which calls for the development of a new constitution, the holding of general elections and the formation of a government."

Russia's NATO envoy, Dmitry Rogozin, warned on Wednesday that unity among anti-Gaddafi forces would not last and said further Western military intervention was likely.

"As soon as the common enemy is defeated, the opposition will unavoidably meet with internal disagreements," Rogozin told Russia Today television.

"And I am certain that at that moment certain Western countries will try to provide themselves with a military presence in order to get control over Libya's oil reserves."

Russian companies Gazprom, Gazprom Neft and Tatneft have invested hundreds of millions of dollars in oil and gas exploration in Libya.

State-run Russian Railways was building a high-speed railway from Sirte to Benghazi on Libya's Mediterranean coast under a 2.2 billion euro ($3 billion) contract awarded during Gaddafi's rule.

Because of improved management at the acute stage, the risk of dying in hospital after a heart attack has decreased by about 50% in the past 10 years. Likewise, the prescription of recommended medications when patients leave hospital, has resulted in improved survival and fewer recurrent heart attacks. One of the challenges is now to try and further decrease long-term mortality in patients who leave the hospital on "optimal" medical therapy (i.e. who are prescribed all the recommended medications).

The French registry of Acute ST-elevation and non-ST-elevation Myocardial Infarction (FAST-MI) is a nationwide survey of patients hospitalised for acute myocardial infarction in France at the end of 2005, during a one-month period. Patients included will be followed for a period of 10 years after the initial heart attack. At three years, fewer than 5% of the patients have been lost to follow-up.

Of a population of 3,670 patients included in the registry, 3,262 survived the initial hospitalization and had a complete prescription at discharge available. Among them, 1586 (49%) received optimal treatment (OMT).

Three-year survival was 88% in optimally treated patients, compared with 77.5% in those who did not receive all recommended medications. After taking into account the initial profile of the patients and the severity of the heart attack, there was an 18% reduction in the risk of dying in patients receiving optimal medical therapy.

Analysis of the factors related with 3-year mortality in patients who received optimal treatment showed that the risk of death was related to older age (> 75 years), severity of the cardiac disease (larger infarction, more extensive disease of the coronary artery), associated conditions, such as diabetes mellitus, stroke, cancer or persistent smoking; in contrast, patients who had had a coronary angiogram during the initial hospitalization had a markedly reduced risk of dying.

These findings suggest that there is still room for improvement in patients who receive the best possible medical treatment; of these patients, 12% still die during the 3 years that follow the initial heart attack.

A broader use of coronary angiography and myocardial revascularization during the initial hospitalisation is likely to have a favorable influence on long-term outcomes. In addition, additional efforts are needed and should concentrate on better management of larger infarctions to prevent and treat heart failure, and on associated conditions such as diabetes. Persistent smoking should also be fought relentlessly.

Introduction

Snoring is produced by a narrowing of your airways, either from incorrect sleep posture or abnormalities of the soft tissues in your throat. Speech influence is also a better quality for an individual to find his role model. Managing all the problems in a environment is not a simple ask and it can be done only by a person who has developed some of the leadership qualities. Good speakers can always produce a nice leader by the values which are very important for life too.

Management speaker's posses some quality and they will always share with those qualities if you are really in need of. Some of the basic qualities for a leader or a good speaker are willingness to listen, will practice what they preach and they also don't play favorites. A leader must always be in a mentality to listen to someone who is in his team because every human need to share something with their believed ones and that might even be their boss. The leader can also give suggestions if it is really needed by their team member. Each and every human shares their vulnerable phase to their closer ones but if a boss is like a close friend then everyone would share their difficulties for advices.

Practicing something and preaching something will not always be a good thinking for a management speaker and hence that individual must preach only the things done by them. All the team leaders or a management speaker should always treat the members of their group in the same way and no special preference must be given to a single person. The management speaker possesses all the skills which are very important for becoming a leader and that will be major factor for being a successful Boss of an environment. Mostly all the management speakers will and must do their work before the team members and then show off to them. Management speakers are definitely persons with good attitude and skills so it would be nice if someone follows their preaching. Managing a group or an environment always requires more amount of patience and that must be always developed by a leader.

Each and every speaker is a good leader and they must always defend their team in any position and that will be a good quality for a leader. The Boss must be always ready to defend the team guys and that will be the right way to lead a team for the leader. All the management speakers cannot become a good leader because if the attitude is great then every individual can try for becoming a better boss of their own environment. Management speakers can always produce good leaders by their good values and patient characters.

Suspect arrested in killing of Russian officer (AP)

MOSCOW ? A Chechen man has been arrested and charged in the killing of Yuri Budanov, who kidnapped and strangled a teenage Chechen girl while a colonel in the Russian army, officials said Friday.

Magomed Suleimanov has been charged with murder as part of a group, a spokeswoman for a district court in Moscow, Olga Sutyapova, said on Russia's NTV television. The ITAR-Tass and Interfax news agencies said investigators believe Suleimanov and another person agreed in April to kill Budanov.

Budanov was gunned down June 10 in central Moscow after stepping out of a notary public's office. Budanov was arrested in 2000 and convicted of killing 18-year-old Heda Kungayeva while commanding a tank regiment in the second Chechen war. He was released on parole in 2008.

Budanov was one of only a handful of Russian officers to be prosecuted over what rights groups say were widespread atrocities during two wars in Chechnya.

During the trial, Budanov said he strangled Kungayeva in a fit of rage, believing she was a rebel sniper. Lawyers for the woman's family also accused him of raping and torturing her, but the charges were later dropped.

A lawyer who was working to put Budanov back behind bars after his parole, Stanislav Markelov, was gunned down in Moscow in January 2009 along with a journalist walking nearby. A Russian ultranationalist was convicted of the killings, and his girlfriend as an accomplice.

SAN FRANCISCO ? It's easy to forget now, but Apple's magnetism was once confined to a cult-like following of geeks seduced by the elegance and simplicity of the company's computers.

Over the past decade, though, Apple has emerged as a trendsetter and a wealth-making machine ? the rare company that appeals to the cool cats hanging out in hip cafes and the fat cats looking to make another killing on Wall Street.

In the process, Apple has left an indelible mark that extends far beyond that first personal computer Steve Jobs and Steve Wozniak introduced 35 years ago. Since then, Apple has transformed the music, retailing, marketing and cellphone industries. Now, it's engineering yet another evolution in computing with the increasingly popular iPad tablet.

Those achievements have endeared Apple to the masses, turning its product announcements into the technology industry's latter-day version of a Beatles concert and turning its familiar logo into a sign of exquisite taste.

Part visionary, showman and uncompromising taskmaster, Jobs assembled a team that had an incredible knack for anticipating consumer trends and popularizing them by designing devices that were easy ? and delightful ? to use. It seemed as if the second coming of Walt Disney and the rest of the "imagineers" who built Disneyland during the mid-1950s had come to Silicon Valley to lead the way into the 21st century.

In the past decade, the iPod, iPhone and iPad have transformed society, enabling people to bring along their favorite music, books, videos and websites almost everywhere they go. In the process they inspired countless imitators and ensured that Jobs, who resigned Wednesday, will be remembered as one of the most successful CEOs in American history.

None of it would have happened if Jobs hadn't returned to Apple in 1996 after being pushed out of the company in the mid-1980s by John Sculley, a CEO that Jobs had lured away from Pepsico Inc. by asking, "Do you want to spend the rest of your life selling sugared water or do you want a chance to change the world?"

Jobs' wizardry rescued a company on the precipice of bankruptcy and elevated it into the second most valuable business in America. It now has a market value of nearly $350 billion, behind only Exxon Mobil Corp. ? a company whose fortunes are tied to wildly fluctuating oil prices rather than the beauty of a good idea.

Anyone who had the foresight to dip into their retirement accounts to buy $100,000 worth of Apple stock on the day Jobs became the company's CEO in September 1997 would be set for life: that investment would be worth more than $6.8 million now.

Just as many love affairs can be fleeting, so can the aura of seemingly invincible companies. It happened to IBM Corp., the computer monolith that Jobs likened to an Orwellian "Big Brother" in a 1984 TV commercial. More recently, auto maker General Motors Corp. needed a bailout from U.S. taxpayers ? a far cry from its heyday as the biggest company in the world.

The last test of Jobs' genius may come as he tries to pass on his magical touch to his successor. He believes he has found the right guy in Tim Cook, with whom he has worked closely since 1998. The collaboration doesn't necessarily have to stop because Jobs will still hold an influential role as Apple's chairman.

By all accounts, Cook is a top-notch executive who has proven that he knows how to pull the levers of Apple's mystique. He has run the company during Jobs' three leaves of absence since 2004.

Still, it's hard not to shake the feeling that this may be the beginning of the end of an era ? both for technological zealots trying to figure out when the iPhone 5 is coming out and nervous investors wondering whether to buy or sell the company's stock.

"Oh my goodness, I was terribly shocked!" said Chris Perez, 32, as he stood outside an Apple store in north Phoenix on Wednesday night. "He was the man that came up with everything `i.'"

Barry Bonds' conviction upheld by judge (AP)

Barry Bonds' obstruction of justice conviction has been upheld by a federal judge, who denied the home run king's motion for a new trial or acquittal on the charge.

More than four months after the verdict and one day after hearing oral arguments, U.S. District Judge Susan Illston in San Francisco issued a 20-page order Friday refusing to overturn the only unanimous decision reached by the jury.

Jurors failed to reach a verdict on three counts charging the seven-time NL MVP with making false statements to a grand jury in 2003 when he denied receiving steroids and human growth hormone from trainer Greg Anderson, and when he said he allowed only doctors to inject him. Bonds was convicted of giving an evasive, rambling reply when asked whether he received drugs that required a syringe.

"Viewed in the light most favorable to the government, the record supports a finding, beyond a reasonable doubt, that the question was material to the grand jury's investigation of BALCO and Greg Anderson for unlawfully distributing performance enhancing drugs, and that defendant endeavored to obstruct the grand jury by not answering it when it was first asked," Illston wrote. "The conviction can be upheld if (the) defendant endeavored to obstruct justice, even if he did not succeed."

Bonds is likely to appeal Illston's decision to the 9th U.S. Circuit Court of Appeals.

Prosecutors have not yet said whether they plan to retry him on the three deadlocked counts. Josh Eaton, spokesman for U.S. Attorney Melinda Haag in San Francisco, declined comment on the decision.

"I haven't spoken to Barry yet and therefore won't have any reaction statement tonight," Bonds' lead lawyer, Allen Ruby, said in an email to The Associated Press.

Illston's ruling marked a victory for federal prosecutors, who have been involved in two cases this year against former baseball stars accused of lying about the use of performance-enhancing drugs. In a Washington, D.C., court room in July, U.S. District Judge Reggie Walton ordered a mistrial in the case against Roger Clemens, saying prosecutors introduced evidence he had banned as prejudicial.

The decision was far from the San Francisco Giants' minds, with players more concerned about the pennant race than the team's former star.

"I don't know anything about anything," pitcher Matt Cain said. "I haven't paid attention, and I don't know what half the words mean."

Bonds was among the biggest stars convicted as a result of an investigation into the Bay Area Laboratory Co-Operative (BALCO) steroids ring, a probe headed by federal agent Jeff Novitzky. Novitzky also is at the forefront of a different grand jury investigation into whether seven-time Tour de France winner Lance Armstrong used drugs to get an illicit boost in his victories.

Following a 12-day trial and on the fourth day of deliberations, the Bonds jury unanimously voted that the slugger gave the grand jury an evasive answer under oath. Rather than say "yes" or "no" to the question about receiving drugs that required a syringe, Bonds responded, in part, "I became a celebrity child with a famous father."

Bonds' lawyers argued that the answer wasn't relevant to the grand jury, and that in any case he answered a question that was essentially the same later during that session.

Illston did not agree.

"(The) defendant repeatedly provided nonresponsive answers to questions about whether Anderson had ever provided him with injectables, resulting in the prosecuting attorneys asking clarifying question after clarifying question, and even once resulting in one prosecutor interrupting another who was about to move on to a new topic in order to clarify defendant's mixed responses," she wrote in her decision, issued late Friday night. "An evasive answer about an issue material to the grand jury is not necessarily rendered immaterial by the later provision of a direct answer, even if that direct answer is true."

Illston said Bonds' answer to questions later in his testimony did not make up for his initial evasion, especially because there he was asked about being injected by Anderson.

Illston did not address Bonds' lawyers argument that his conviction was barred by a 1973 U.S. Supreme Court case, U.S. v. Bronston, that declared in a perjury case "a jury should not be permitted to engage in conjecture whether an unresponsive answer, true and complete on its face, was intended to mislead or divert."

Bonds has not been sentenced, with Illston preferring to first rule on the motions to throw out the verdict.

His conviction carries a possible sentence of up to 10 years in prison, yet federal guidelines call for 15-21 months. For similar offenses in the BALCO steroids ring case, Illston sentenced cyclist Tammy Thomas to six months of home confinement and track coach Trevor Graham to one year of home confinement.

Jurors said their final votes were 8-4 to acquit Bonds of lying about steroids and 9-3 to acquit him on lying about HGH use. The panel voted 11-1 to convict him of lying when he denied receiving an injection from someone other than his doctor.

Now 47, Bonds holds baseball's season (73) and career (762) records for home runs. He testified before a grand jury that Anderson told him the substances he was giving Bonds were flaxseed oil and arthritic balm, and that Bonds didn't know they were designer steroids.

"Did Greg ever give you anything that required a syringe to inject yourself with?" Bonds was asked.

"That's what keeps our friendship," Bonds said in the part of his answer the government charged was a crime. "You know, I am sorry, but that ? you know, that ? I was a celebrity child, not just in baseball by my own instincts. I became a celebrity child with a famous father. I just don't get into other people's business because of my father's situation, you see."

The jury instructions said that for Bonds to be convicted, jurors had to find Bonds' answer "obstructed, influenced or impeded, or endeavored to obstruct, influence, or impede" the grand jury "by knowingly giving material testimony that was intentionally evasive, false or misleading."
